SHORT DESCRIPTION OF THE EN.I.R.I.S.S.T. RESEARCH INFRASTRUCTURE
(PROJECT 3149, co-financed by Greece and the European Union, European Regional Development Fund)
The vision of EN.I.R.I.S.S.T is to develop a centre of excellence for research in shipping, land and air transport, targeting to the majority of the trip chain levels (e.g. short/long trips, transport hubs/ports, last mile services etc). There is no other existing R.I. of this nature in Greece, although the country records champion performance in various transport related domains. Greece’s geographical position has attracted global shipping entities to invest in Greek Ports (such as COSCO at the Port of Piraeus and others soon in Thessaloniki) establishing Greece as an important node for transport. Similar to the shipping and maritime challenges, the land transport is of equal importance either for the cases of major multi-modal transport hubs or for the cases of road and rail networks; the major pipeline connectors with the rest Europe. Taking all these into consideration, EN.I.R.I.S.S.T last – but not least - objective is to set up a center of excellence for education and training which will provide continuous support and guidance to all Greek and European private and public stakeholders involved in mobility of passengers and commodities in urban and regional level. The proposed research infrastructure aims at creating a knowledge-base data repository and a comprehensive toolset able in their combination to support policy decisions and promote new and existing fields of research in the R.I. related domains and research areas. The cooperation of consortium R.I. members with a track record of excellence is expected to enhance synergies some of which have already materialized between partner institutions in past projects. EN.I.R.I.S.S.T will promote the research on hot topics of the modern transport and maritime agenda. Topics concerning new practices in the supply chain management for handling radically changing production patterns, new organisational forms in distribution channels, the promotion of low emission vehicles in passenger transport and urban logistics among other, need a new systematic framework and systems with an integrated shipping and transport architecture, to be treated. In the inland transport-planning field, one of the major challenges is the optimum design based on the ITS/ICT applications with the support of trip maker communication channels such as the social media. Besides the implied ICT infrastructure, we aim to develop all necessary regulatory measures to facilitate data collection. In effect, EN.I.R.I.S.S.T will be able to study and provide feasible, reliable and state-of-the-art solutions through its transnational and virtual access services namely (a) Maritime; (b) Inland and Intermodal Freight; and (c) Passenger Transport. Maritime Services will include the following packages: Financial, Market and Forecasting Services, Legal Services, Security Control and Piracy Protection, Environmental Risk Analysis and Energy Efficiency, Port/Terminal Services; Inland and Intermodal Freight Services will include the following packages: Freight and Logistics Market Monitoring, Freight Forecasting, Tourism and Freight Value Chain Service,, Development of a Tool for the Optimization of Supply Chains,Transport and Agrologistics, Statistical data for combined transport in Greece according to Dir. 92/106/EEC.The Passenger Transport Service Activities will include the following packages: Development of a Multi-level transport simulation system for both long distance and local travel in Greece, covering all transport modes, a Multimodal Travel Information Platform for citizens/tourists, proactively supporting trip makers throughout their journey, an open data platform for Coastal, Marine and Maritime Tourism to enable the collection and analysis of disaggregated data; the establishment of Mobility-as-a-Service (MaaS), Accidents Platform and Promotion of Safe Road User Behavior, and the development of Sustainable Mobility plans utilizing crowd sourcing techniques and Social media. EN.I.R.I.S.S.T aims to become the first multi-modal transport observatory in Greece for shipping, road, rail and air transport through the development of a monitoring system, which will be continuously updated with reliable up-to-date information. Moreover, the expertise of the members of the team and the records of the to date achievements on relative subjects can guarantee the success of such an effort, given the necessary funding can be provided. Thus, the proposed R.I. aims to be the first intelligent research infrastructure in the field of shipping and transport in Europe, formulating a business intelligent platform that will combine business analytics and visualization techniques and technology. More specifically, the proposed R.I. is envisaged that- in an intelligent, automated and shared manner -collects, processes and makes available data, information, and intelligence on commodities' and passengers flows. The R.I. will provide the capability among the partners, associate partners and users participating, such as universities (University of the Aegean, National Technical University of Athens, University of Piraeus, Piraeus University of Applied Science, Aristotle University of Thessaloniki, University of Thessaly, Democritus University of Thrace, Technical University of Crete, University of Peloponnese), research centers (National Center for Scientific Research “Demokritos”, Centre of Planning and Economic Research, Hellenic Centre for Marine Research (HCMR), Center for Security Studies KEMEA, professional associations and academies (HELLENIC CHAMBERS TRANSPORT ASSOCIATION, Network of Attica Islands, Chios Marine Engineers Academy), foundations, parks and museums (National Marine Park of Zakynthos, Hellenic Maritime Museum, EUGENIDES FOUNDATION) and infrastructure operators, SMEs, and organisations (ATTIKES DIADROMES S.A., ATTIKO METRO S.A., COSCO GR S.A., Egnatia Odos S.A., EMISIA S.A., GAIA EPICHEIREIN, DIGITAL SERVISES S.A., IBI GROUP HELLAS S.A., Metron LOGISTICS S.A., Olympia odos S.A., PEARL S.A., Hellenic Lloyd's S.A., XRTC Business Consultants)as well as government agencies/authorities ( Ministry of Maritime Affairs and Insular Policy, Region of Crete, Region Peloponnese, North and South Aegean Region, Region of Thessaly, Region of Attica, Region of Central Macedonia, Attica's Islands Network, Municipality of Kythira, Municipality of Chios) to support original research, investment projects, as well as policies. The proposed R.I. can become a multifaceted economic, research and development actor/institution, embedded in the Greek mainland while participating in building and sustaining local and regional networks and flows of knowledge, linking them with global ones (such as Delft University of Technology, EPFL Karlsruhe Institute of Technology Institute of Economics, Malaysia Institute for Supply Chain Innovation, Massachusetts Institute of Technology, National Marine Park of Zakynthos, Shanghai Maritime University, UCL Energy Institute, Università degli Studi di Napoli Federico II, Università di Genova Dipartimento di Economia, Universitv of Novi Sad, University of Cyprus Civil Transportation Engineering, University ANTWERPEN).
